DESCRIPTION: Under minimal direction, the District Manager manages District operations to provide customers with a reliable irrigation water supply; provides professional and technical staff support, and assistance to the Board; coordinates all District activities with Federal, State, County, local and private agencies. Engineering, Resource Management or similar discipline, and/or substantial relevant job experience that
provides the necessary knowledge for the position. Experience in a water district or similar agency strongly
preferred. Experience working with an elected Board of Directors preferred. Prior supervisory job experience

Conservation Technician (Field Work)

5. Responsible for being objective about the work being done and to offer suggestions for improvement as needed.
6. Responsible for in-field and day-to-day operation and assisting with basic maintenance of RCDTC vehicles, field equipment and hand tools. Assure all tools are in good working order, load tools and supplies, fuel up vehicles and equipment.
7. Follow District policies, procedures and safety practices.
8. Other duties as assigned by the Project Manager to further resource conservation work in Tehama County.

 

Qualifications:
1. Any Combination of experience and training that would provide the required knowledge and ability is qualifying. Knowledge of landscape maintenance, landscape planting, irrigation maintenance, plant species, soil erosion control, wildfire fuels removal, and roadside traffic safety and control practices is preferred. Understanding of, and ability to assist with application of pesticides is desirable.
2. Mechanical aptitude required.
3. Knowledge of landscape equipment and tools and basic construction equipment operation. Ability to operate and maneuver a pickup truck towing a trailer or water trailer on highways and roadsides.
4. Ability to perform hard physical labor, outdoors in rugged terrain and the varying extremes of weather typically expected for the northern Sacramento Valley. Have little to no reaction to poison oak. Ability to lift up to 75 pounds. Knowledge of local geography is desirable.
5. Self-motivated and resourceful. Ability to work independently and without direct supervision.
6. Ability to work cooperatively with fellow employees, private landowners, as well as local, state, and federal agency personnel. Ability to work with California Conservation Corps (CCC) crews and State prison inmate crews as necessary.
7. Basic computer skills are necessary as project reporting is done electronically. Use email, use the internet, record data in pre-prepared Excel worksheets and Word documents.
8. Ability to pass a drug screening test and background check, possession of a valid driver’s license (Class A or B desirable but not required), and good driving record and proof of insurance.

  • Advises City Manager and City Council in all public works & engineering matters.
  • Develop/direct implementation of goals, work standards, objectives, policies, & procedures for the department/municipal infrastructure. Formulate a ten-year Capital Improvement Plan & other plans related to municipal infrastructure for public works projects.
  • Prepare & administer the department’s annual budget, monitors & approves expenditures.
  • Performs professional level work in areas of responsibility, including building/construction inspection, plan review, and review and approval of specifications, estimates, contracts and reports.
  • Directs/reviews work of contract consultants and reviews/prepares related requests for proposals/contracts.
    Selects, supervises, motivates & evaluates the performance of assigned staff; provides for appropriate professional/technical develop-ment of staff and implements disciplinary action as appropriate.
  • Ensures employees are trained & training is documented to meet Cal/OSHA required safe work practices.
  • Read/interpret construction plans and specifications and apply civil engineering principles to the solution of engineering problems in the field of public works. Candidate will also perform other duties as assigned by the City Manager.

Compensation & Benefits: The current salary range is $80,784 (Step “A”) to $99,180 (Step “E”). Salary will be determined based upon qualifications/experience. PERS Retirement formulas are defined by CalPERS as one of the following: Tier II Classic Member – 2% @ 60 Retirement Formula; based upon 3 year average, or Employees subject to Public Employees’ Pension Reform Act of 2013 – 2% @ 62, based upon 3 yr. average. City contributes up to $1,405.48 for Medical, Dental and Vision and offers $100,000 Life Insurance in accordance with the current Management MOU.
